We have developed various papers on the conceptual basis for and experiences with performance based grant systems to local governments. The paper below is prepared as an an input to policy dialogue for our ongoing assignment in China (development of performance based grant to local governments in rural China). Decentralisation Policy Review in Ghana 2007
Our
team conducted a Decentralisation Policy Review in Ghana in 2007 with a view of providing recommendations that will serve as
input to: 1) Government’s formulation of a comprehensive
decentralisation policy linking fiscal, political and
administrative decentralisation and 2) the subsequent
formulation of a coordinated, prioritised, sequenced and costed
policy implementation strategy that can form the basis for a
sector-wide support modality.
The Decentralisation Policy Review explored five dimensions of the decentralisation reforms (a) overall legal and policy framework in particular the assignment of functions to local governments (b) the degree of fiscal decentralisation (c) the degree of human resource management decentralisation (d) the degree of effective local accountability and (e) the overall institutional arrangements for management of the reforms.
Staff Management and Organisational Performance - Public Servants Perspectives, A Study of 12 Organisations in Tanzania and Uganda
How can a poor country with substantive resource constraints improve the performance of its public service? To what extent can staff management explain the substantive differences in organisational performances? The Study explores these questions by analysis of 4 executive agencies, 4 local governments and 4 central government ministries in Tanzania and Uganda. The study was conducted with Danish Institute of International Studies.
Study on Local Level Service Delivery, Decentralisation and Governance for JICA 2007
The study analyses the overall institutional aspects of decentralisation in Uganda, Tanzania and Kenya as well as the particular sector arrangements for delivery of local level services for education, health and agriculture. The study explores the impact of these arrangements on (a) governance (transparency and accountability) and (b) service delivery.
The study report is divided into three country case reports and one report that synthesises finding across the three countries and three sectors.
Study on decentralisation in East Africa (subcontract with NCG) for World Bank 2004)
The study is a very comprehensive assessment of the degree of decentralisation by devolution in East Africa (Uganda, Kenya and Tanzania) . The study analyses the following aspects of decentralisation: (1) legal and institutional arrangements (2) LG Political Structures (3) LG Finance arrangements, (4) LG Human Resource Management and (5) overall central government supporting institutions.
